Instructions:
Preheat your oven to 350°F (175°C) and lightly grease a 9×13-inch baking dish.
Arrange the onion rings at the bottom of the prepared dish, seasoning lightly with salt and pepper.
In a mixing bowl, combine ground beef, crumbled saltine crackers, 1 cup milk, Italian herbs, onion powder, garlic powder, salt, and pepper. Mix until well blended.
Form the mixture into 1/2-inch-thick patties and lightly coat each with flour. Brown the patties in a skillet over medium-high heat, then arrange them over the onion rings in the baking dish.
Whisk together 1 1/2 cups milk and the soup until smooth. Pour this gravy mixture over the hamburger steaks, ensuring the onions are well covered.
Cover the dish with aluminum foil and bake for about 30 minutes, or until the steaks are thoroughly cooked, and the gravy is bubbling and thickened.
Allow the dish to rest for a few minutes before serving.
